NCP facility service providers must hold an AFSL or be exempt from this requirement. Numerous AFSL exemptions, including those specific to NCPs (such as gift vouchers and loyalty programs), have been outlined by ASIC.1

Payments systems in Australia have been subjected to a series of regulatory reviews by the Australian government. Many of the recommendations are still subject to industry consultation, but they are aimed at reshaping the regulatory regime to accommodate integrated payments models, as well as expanding the definition of stored value facilities.1
