It is possible for payment services to be regulated as financial services if they relate to ADI deposit-taking facilities or NCPs.1
NCP facility service providers must hold an AFSL or be exempt from this requirement. Numerous AFSL exemptions, including those specific to NCPs (such as gift vouchers and loyalty programs), have been outlined by ASIC.1
Payments systems in Australia have been subjected to a series of regulatory reviews by the Australian government.
