Client identification in Belgium

The government provides citizens with an identity card containing a digital identity (eID). This eID is officially certified by the government as a certificate authority and can be integrated to access basic information about an individual. Furthermore, it serves as a useful source for onboarding, as well as providing electronic identification and authentication, and offering qualified electronic signatures for documents.1

In order to facilitate this identification, authentication and signature, Belgium's leading banks (Belfius, BNP Paribas Fortis, KBC/CBC and ING) and mobile network operators (Orange, Proximus and Telenet Group) created the mobile application, itsme. Initially, this could only be done with a Belgian bank account, but it has since been expanded to also support the eID.1

According to the AML Act, obliged entities must use the following methods to identify and verify customers' identities: (1) one or more pieces of evidence or reliable and independent sources of information; (2) where available, information obtained by electronic identification means (such as eID or itsme); and (3) where available, information obtained by relevant trust services as set out in the eIDAS Regulation (such as electronic signatures and electronic seals).1
